They literally nerfed the amount of speed gained from Oxygen by 80%. Remember, it's not just Megalodons in the water, but also much faster creatures such as Eels, Mantas, Plesios, etc. Practically no amount of Oxygen (at least not on Official settings) will let you outswim some of them now.
